2025 Compliance Guide for Canadian Importers: CBSA Verification Checklist and Recommendations

I. To comply with Canadian trade regulations, all importers must meet the following requirements governing the accounting of imported goods:
1. Goods Classification: Classify goods according to the correct tariff classification (HS code).
2. Declaration of Origin and Value: Accurately declare the origin and value of goods, in line with relevant legislative requirements.
3. Payment of Duties and Taxes: Pay the corresponding duties and taxes for imported goods.

II. The Canada Border Services Agency (CBSA) ensures that goods are imported into Canada in accordance with the provisions of trade agreements through targeted verifications and by issuing verification priorities.
The CBSA conducts regular audits of specific goods in January and July each year to verify their compliance with Canadian import requirements.

III. 2025 CBSA Verification Checklist Update:
The following is the latest verification checklist for imported goods in 2025, along with changes compared to July last year:
1. Machinery and equipment parts (Chapter 84 of the HS Code) and indicator panels and light – emitting diodes (LEDs) have been removed from the verification checklist.
2. Gloves and bags have entered the third round of verification.
3. Bedding and drapery have also entered the third round of verification.

IV. Reminder on the Classification of Furniture Imports:
It is worth noting that many pieces of furniture for domestic purposes are misclassified as furniture for non – domestic purposes during importation, resulting in fines and additional duties.

We recommend that importers carefully check the classification when importing furniture to avoid unnecessary financial losses.
