EU publishes annual report on export controls on dual-use items

On January 31, 2025, the EU published its first annual report in accordance with the requirements of the 2021 Regulation on Export Control of Dual-Use Items.
The report not only provides data on export controls in 2022, but also includes the main highlights of 2023 and 2024.
The report concludes that the EU and its member states have strengthened their scrutiny when considering the export of dual-use items.

In 2022, the export of dual-use items approved by EU member states amounted to 57.3 billion euros, accounting for 2% of the EU’s exports to countries (regions) outside the EU.
Member states refused to export 831 items on the grounds of security risks, involving an amount of 980 million euros, accounting for about 0.03% of the EU’s exports to countries (regions) outside the EU.
In contrast, in 2021, the export of dual-use items approved by EU member states amounted to 38.5 billion euros, accounting for 1.8% of the EU’s exports to countries (regions) outside the EU; 568 items were refused for export, accounting for about 0.01% of the EU’s exports to countries (regions) outside the EU.
