On October 31, 2023, the European Standards Committee officially released the electric bicycle helmet specification CEN/TS17946:2023.
CEN/TS 17946 is mainly based on NTA 8776:2016-12 (NTA 8776:2016-12 is a document issued and adopted by the Dutch standards organization NEN, which specifies the requirements for S-EPAC cycling helmets).
CEN/TS 17946 was originally proposed as a European standard, but since several EU member states require users of all types of L1e-B classified vehicles to wear (only) helmets that comply with UNECE Regulation 22, a CEN technical specification was chosen form to allow member states to choose whether to adopt the document.
Relevant Dutch law stipulates that manufacturers must affix the NTA approval mark on S-EPAC helmets.

Electrically assisted bicycle with pedals, total body weight less than 35Kg, maximum power not exceeding 4000W, maximum electric-assisted speed 45Km/h

8. Impact resistance;
9. Resist surface damage from fine particles;
10. Anti-fog
