I often receive inquiries from customers whether TIR certification and TER certification are required for exporting to Kuwait. What are these two certifications and do they have to be done?
The Kuwait Conformity Assurance Scheme (KUCAS) includes two forms of certificates:
1) Technical Evaluation Report (TER), also known as Technical Evaluation Report, is used to demonstrate that the product meets the requirements of the plan and can be exported to Kuwait Simply put, TER stands for “product registration”. After registration, apply for a customs clearance quality certificate TIR before each shipment.
2) The Technical Inspection Certificate (TIR) is a mandatory document, officially known as the Technical Inspection Report. For each batch of goods exported to Kuwait, a TIR or “clearance permit document” must be submitted, either of which can serve as a prerequisite for final customs clearance
Once you have figured out what these two are, as an exporter, what should you do? Do you want to do two or one? Suggestions are as follows:
1、 If there are large and frequent shipments of products in the controlled catalog, it is recommended to apply for TER first. The TER certificate, also known as the product registration certificate, requires the following documents:
1) Product testing report: This report needs to be issued by a qualified third-party testing agency, and there is no need to conduct additional testing if there is already a valid testing report.
2) Product images and technical specifications
3) Fill out the TER application form: The blank application form will be provided by the processing agency
Submit the above information to the official designated institution of KUCAS for processing.
2、 If the shipment is not frequent, you can directly apply for a TIR certificate before each shipment, and the required documents are as follows:
1) Packing List: Packing List
2) Invoice: Proforma Invoice
3) Product testing report: It needs to be issued by a qualified third-party testing agency. If there is already a valid testing report, there is no need to conduct additional testing.
4) COC application form: Blank application form provided by the handling agency
Attention: In addition to submitting the above documents, applying for TIR also requires arranging goods inspection. The following are Kuwait’s inspection requirements:
1) The origin label ‘Made in China’ must appear on the product, inner packaging, and outer packaging, and cannot be omitted. Meanwhile, ‘Made in China’ must be engraved or printed (cannot be erased), stickers are not accepted, and it is required on every product and packaging.
2) The product manual must have an Arabic manual
3) Mandatory frequency requirement: 50 Hz; Applicable voltage: 230 V, 240 V
4) Special requirements for plug sockets: They must be British triangular plug sockets (BS1363)
5) Electronic and electrical products need to display voltage and frequency on the product label
3、 TER and TIR certification process:
Conduct testing reports in laboratories that comply with product requirements – apply for TER certificate – inspect goods – issue TIR certificate
