As the main document of the EAC Customs Union certificate, the security basis is a very important document. According to ТР ТС 010/2011 Machinery Directive, Article 4, Item 7: When researching (designing) mechanical equipment, a safety basis shall be prepared. The original safety basis shall be kept by the author, and the copy shall be kept by the manufacturer and/or equipment user. In ТР ТС 032/2013 there is a similar description (Article 25), according to Article 16, the safety basis shall be provided as part of the technical documentation of the device. In the cases specified in Article 3, paragraph 4, of the Federal Regulation of July 21, 1997 “Industrial Safety of Hazardous Production Projects”, as well as in other cases stipulated by the regulations of the Russian Federation, the safety basis shall be handled. (Order No. 306 of the Federal Office for Ecology, Technology and Atomic Energy of 15 July 2013).
According to Document No. 3108 of the Russian Bureau of Metrology, Adjustment and Standards in 2010, GOST R 54122-2010 “Safety of Machinery and Equipment, Requirements for Safety Demonstration” has officially entered the field of standardization. At present, Document No. 3108 has been cancelled, but the regulations GOST R 54122- 2010 is still valid, and it is under this regulation that the safety basis is currently written.
Since 2013, products exported to Russia, Belarus, Kazakhstan and other countries of the Russian Federation need to apply for a customs union certificate. The customs union certificate can not only be used for customs clearance of goods, but also can prove that the product complies with the relevant regulations of the customs union. Products within the scope of certification must apply for the Customs Union CU-TR certificate.
